The part publishing flow is very confusing currently because you need to set the sharing permissions elsewhere. We should include those sharing permissions in the part publishing flow so you can be totally aware of who you're publishing the part to (this is a major point of user confusion currently). It would be nice to have the option to set the sharing settings here as well.
