I encountered a real world example today where a user needed to open the solder mask on the entire bottom layer of their project. They needed ground to make contact with the enclosure. There isn't an easy way to do this today, so we hacked it. We added a pad to the bottom with massive solder mask expansion and negative solder paste expansion.

This request is to make it easier to do this.
