Updating silk screen items on sublayout does not update.

If you are using a sublayout in your main project and you update the silkscreen for components in the sublayout and then publish. You see a change has happened but it does not update the silks in the main project.
Use the project below in a new project and you will see the silks are different.

Can confirm this is NOT fixed in release. Jul/18/23
These are both updated and should be the same. Ignore the missing 3d models as this is a different bug when using generics in sublayouts their models do not show up.

i suspect this has to do with how silks are moved using override rules rather than updating their positions
