If a PCB object is selected and a user holds Shift then Click + Drags on the object, what happens is an area select. Expected behavior is a modified drag operation – a 90° constrained drag for components and an unconstrained drag for elastic traces. Right now, the only way to get into this altered drag state is to begin the drag operation and then hold Shift.
