This regression occured about 2 months ago.

Please note for whoever works on this bug, that we are about to re-spec the "Exclude From PCB" property on Terminals to still allow nets to establish electrical connectivity to all other pads in the same net. I anticipate that routing touchpoints will need to plugin to that fix sometime soon.
